Open the image in Preview, open the actions menu, choose Export, select PDF, and save the new file. The original photo stays in its current format.

Preview can export an image as a PDF without replacing the original.
- Open the image in Preview.
- Open the actions menu and choose Export.
- Select PDF as the format.
- Choose a name and save location.
Check the result
Open the PDF once before sending it. Make sure the page direction, crop, and image quality look right.

Does this delete or change the original photo?
No. Exporting creates a separate PDF.
