What stays on the phone

The Photos app keeps storage-saving versions on the iPhone when space is needed. The original photos and videos remain in iCloud and download when you open, edit, or share them.

What it does not fix

Optimize Storage does not reduce the amount of iCloud storage used by the library. It also cannot decide which screenshots, repeated attempts, or old videos you no longer want. Those still need a deliberate cleanup.

Give the phone time on Wi-Fi and power, then check iPhone Storage again. If Photos is still large, review long videos, screen recordings, downloads, screenshots, and unwanted shots.
